SoundServer is a Sider Lua module for PES 21 created by nesa24 (PlayPES.rs). It allows boosting or reducing game audio volumes beyond the limits of the in-game options, with per-channel control.
As nesa24 describes it: “Sider module to boost-nerf game volume. Ingame max value is 1.0. You can boost values above limit.”
Configuration
The module is configured via SoundServer.ini in the SiderAddons/modules folder:

Note: the exact mapping of each parameter is inferred from naming conventions. The author’s documentation does not describe individual parameters. Values above 1.0 can boost audio beyond the game’s normal maximum.

Current configuration
This module is active in my FL26 setup. The announcer and stadium music are intentionally set low to keep the focus on crowd atmosphere and commentary.
